In the winter months of 1914/15 the city of Przemysl, a main Austrian fortress in Galicia in opposition to Russia, was besieged twice in a row within a short time and therewith sealed off from the outside world. Newly developed airplanes of the day were in a position to establish contact between the army high command and the isolated fortress soldiers and to transport written orders and even a little private mail. This marked the birth of airmail and simultaneously of the airlift. On April 2, 1918 one can already read in Postal and Telegraph Ordinance No. 15 under the category of "Decrees" : "No. 17: Decree relevant to the introduction of airmail service between Vienna and Lemberg". With this decree, Austria celebrated a world premier in those days. Private mail was allowed to be officially transported via airplane from March 31, 1918 onward.
