This set of stamps is NOT listed in Scott or Michel Postage Stamp Catalogs. It IS listed in the Standard Catalog of Russian Area
Locals (2008) to be released later this year. The Russian Federation does not recognize these issues as stamps nor does the
Universal Postal Union even though some are known to have passed through the mail both between Republics within the Russian
Federation and to destinations in other countries. The Standard Catalog of Russian Locals (2008) takes the position that while
most of these issues are known to be of private origin and thus were not valid for postage others were indeed valid for postage
and served that purpose. This is especially true of issues eminating from St. Petersburg, The Altai Republic, The Republic of
Ukraine, and others. Also, some of the unrecognized issues are believed to have been produced locally as propaganda or
patriotic labels to promote the case for an improved status within the Russian Federation once the treaty was placed in effect
following a political entities signing. This is known to be true of The City of Sevastopol, The Crimea Region of the Republic of the
Ukraine, and regions of the Russian Federation such as Ural, Priamur (Maritime Provinces), Jewish Autonomous Region
as well as other regions or krays that desired promoted status to Republic or Autonomous Republic Status within the Russian
Federation. Also, although many issues are known to exist bearing the logo of the World Wildlife Federation, none of those
issues were authorized by the World Wildlife Federation with respect to the use of their logo. Any questions, please feel free to
